Proposition 39 (2000)
Proposition 39 was a landmark measure that reduced
the required approval rating for local school bonds from 66% to 55%.
Proposition 39 enjoyed the support of a number of prominent groups,
including the PTA and AARP, and strong bipartisan support, featuring
Governor Gray Davis, former Governor Pete Wilson, and former Los Angeles
Mayor Richard Riordan, who was in office at the time of the election.
In addition to producing colorful pieces highlighting
the benefits of the initiative, Forde and Mollrich designed a mail program
to take full advantage of these reputable organizations. Personalized
self-mailing grams and letters highlighting local school issues and
endorsers were extremely effective in educating voters about the local
needs that Prop 39 addressed.
Proposition 39 passed with 53.4% of the vote.
