Study 2: "Great Park" Irvine Public Outreach
The City of
Irvine retained Forde and Mollrich in 1999 to conduct a complete public
information and education campaign on the reuse of the El Toro Marine
Corps Air Station with the hopes of moving public opinion from support of
an aviation reuse to support of an alternative use for the property.
When Forde
and Mollrich were retained, 55% of likely Orange County voters were in
favor of an airport.
Forde and
Mollrich developed a media campaign utilizing direct mail, radio, cable
television, videos, and the Internet designed to educate the public about
the alternatives to an El Toro airport plan.
A series of
survey mailers were sent to the public to help define the public’s
vision of an ideal use for the El Toro property.
Over 150,000 Orange County residents responded to the survey,
representing one of the largest ever inclusions of public input in a reuse
planning process.
Forde and
Mollrich also established a coalition of advocacy groups, electeds from
throughout Orange County, and business and community leaders to further
the cause of non-aviation uses for the El Toro property.
This process
led to the drafting of a legislative initiative by the City that became
Measure W. Measure W was
passed by a 58% vote in the March 2002 election.
